Banque de France Plans a Mistral AI Rollout on a Sovereign Cloud Under Its 2028 Roadmap

The Banque de France plans to roll out Mistral AI solutions on a sovereign cloud for everyday staff use and to help protect its information systems, First Deputy Governor Denis Beau said in a speech hosted by the bank and later circulated by the Bank for International Settlements. The project is one of two examples Beau gave of the bank’s digital-sovereignty doctrine, which he summarised as controlling data, infrastructure and the skills needed to operate both.

Beau argued that financial firms face a three-way tension among innovation, security and dependence on a handful of non-European hyperscalers. Granting frontier models broad access to internal systems can sharpen cyber defence, he said, but it also risks shipping informational capital outside Europe. He pointed to European rules such as the GDPR, the AI Act and DORA’s oversight of critical third-party providers, and to the Commission’s Cloud and AI Development Act, as tools that only matter if backed by real European capacity.

Alongside Mistral, the bank is developing an open-source virtualisation layer for its private cloud so it can optimise resources without proprietary lock-in. Beau said the Banque de France and the ACPR renewed their cooperation agreement with ANSSI in July to keep cyber supervision aligned as AI tools spread through the sector.

What it means in practice

The Mistral plan extends earlier central-bank AI work such as the five internal AI tools the Banque de France has already detailed, and mirrors commercial moves like Crédit Agricole bringing Mistral in to build a group AI platform. For supervised banks, the signal is that supervisors intend to practise the sovereignty doctrine they preach—preferring European models and exit options over single-vendor convenience.

What to watch is which Mistral models go live first, how the sovereign-cloud hosting is certified, and whether other Eurosystem members copy the open-source private-cloud path Beau sketched for 2028.
